Conditions for foreign citizens application for tuition
at the Todor Kableshkov University of Transport
Foreign citizens from non-EU or EEA countries can apply for education and receive tuition at the Todor Kableshkov University of Transport:
- In the implementation of intergovernmental agreements for educational, scientific and cultural exchange;
- In compliance with Council of Ministers acts;
- Under the conditions of art. 95, par. 7 and 9 of the Higher Education Act.
Foreign citizens can apply for tuition likewise under the conditions and by order of Bulgarian citizens admission into higher schools of the Republic of Bulgaria if:
– they have a status of permanent residents in the territory of the republic of Bulgaria;
– they have a refugee status;
– they are of Bulgarian nationality certified by order of Decree of the Council of Ministers № 103 from 1993 concerning educational activities carrying out among Bulgarians abroad and Decree of the Council of Ministers № 228 from 1997.
Foreign citizens applying for tuition under the conditions of intergovernmental agreements and in compliance with Council of Ministers acts submit their documents to the Ministry of Education and Science and are admitted under the conditions and by order which were specified in the respective agreement and Council of Ministers act.
Foreign citizens applying under the conditions of art. 95, par. 7 and 9 of the Higher Education Act submit their documents to the Todor Kableshkov University of Transport, Functional Dean’s Office “Foreign Students, PhD and Postgraduate Students” – room 46, Rector’s Office by 1st October of the year of application.
Required documents for application:
- A statement (a sample).
- A copy of the completed secondary education documentand of the transcript with the grades.
The minimal average performance from score-forming school subjects listed in the completed secondary education document (mathematics, physics, geography) for the trend (specialty) for which the individual applies cannot be lower than 62 per cent of the maximum value with respect to the grading system in the country of secondary education completion.
- An issued by a competent authority document certifying the applicant’s right to study in higher education institutions of the country of secondary education completion.
- A document of Bulgarian language command issued by a higher school in Bulgaria – for applicants who will not need to go through language and specialized training.
- A health certificate issued within a month prior to application date and legalized by respective authorities of the country from which the individual is applying.
- A copy of citizenship documents– for dual citizenship applicants who are Bulgarian citizens.
- Two photographs.
- An identification document copy.
Documents under items 2, 3 and 5 need to be legalized, translated into Bulgarian and certified in compliance with provisions of international treaties of the Republic of Bulgaria with the country these documents were issued in, and in case of such treaties absence, general order of legalizations, translations and certifications of documents and other papers needs to be followed.
Foreign citizens with no command of Bulgarian receive a first-year preparatory training within a course in language and specialized instruction in Bulgarian. Foreign students approved for tuition at the T. Kableshkov University of Transport are taught in language and specialized instruction in Bulgarian at the Department of Language Teaching and Continuing Qualification, Sofia University “St. Kliment Ohridski”.
Foreign citizens admitted as students at the T. Kableshkov University of Transport can proceed with their education as first-year students in the educational and qualification degree of “Bachelor” after having successfully passed examinations in terms of preparatory course in language and specialized instruction in Bulgarian and specialized subjects. Foreign students tuition fees are specified annually by a decree of the Council of Ministers.
Application procedure
- Documents need to be submitted by 1st October of the respective academic year to the Todor Kableshkov University of Transport – Functional Dean’s Office “Foreign Students, PhD and Postgraduate Students” (room 46, Rector’s Office). They can be submitted in person or by an authorized representative.
- After documents have been received at the Functional Dean’s Office “Foreign Students, PhD and Postgraduate Students”, papers are processed and sent, within a month, to the Ministry of Education and Science – Higher Education Department with the purpose of certificate issuing procedure implementation. The certificate needs to be issued by the Ministry of Education and Science within a month.
- After the issued by the Ministry of Science and Education certificate has been received, the Functional Dean’s Office “Foreign Students, PhD and Postgraduate Students” informs the applicant that the certificate can be obtained in person or by an authorized representative and that documents can be submitted in the objective of a type „D” visa issuing.
- Documents for type „D” visa issuing are submitted to the embassy of the Republic of Bulgaria in the applicant’s country of origin; the visa itself is obtained from the embassy. The visa needs to be issued likewise within a month, though the process may take longer.
- After type „D” visa obtainment and arrival in the Republic of Bulgaria the applicant reports to the Functional Dean’s Office “Foreign Students, PhD and Postgraduate Students” and enrolls for tuition in the respective specialty at the respective university department or in a preparatory course in language and specialized instruction after the specified fee has been paid.
Enrollment of foreign students
Foreign students admitted for tuition in compliance with Decree of the Council of Ministers № 103 /1993 and Decree of the Council of Ministers № 228/1997 enroll at the Todor Kableshkov University of Transport prior to academic year start after the obtainment of the issued by the Ministry of Education and Science certificate and documents they applied with.
Foreign students need to report to the Functional Dean’s Office “Foreign Students, PhD and Postgraduate Students” (room 46, Rector’s Office) from where they obtain necessary enrollment and hostel accommodation information.
After foreign students have filled in the set of documents they have purchased and they have paid the specified tuition fee, students enroll at the inspector’s office.
Hostel accommodation is carried out after submission of application certified by the educational activity inspector. Foreign students pay specified for the respective academic year fees and rent.
Enrollment documents
- A diploma for completed secondary/higher education and the transcript with the grades – an original and an official translation;
- A birth certificate – an original, a notarized copy and an official translation;
- A Bulgarian descent document;
- A heath certificate;
- A foreign citizenship document and a residential registration;
- An identification document copy;
- A valid foreign passport with a student visa;
- Photographs 6 pcs., size 3,5/4,5;
